Burleigh County Closing Sandbag Collection Sites and Debris Removal

Burleigh County officials are reminding rural residents that October 31st is the last day for two programs.

The three sandbag collection sites are open through October 31st. Site locations are:
The southwest corner of Burleigh Ave and South Washington Street
Fairgrounds - northeast of the race track
Misty Waters Subdivision - Carefree Drive between Deerwood Lane and Tranquil Circle
October 31st is also the last day that Burleigh County will pay the tipping fees for flood-related debris at the landfill.

Burleigh County Opening Last Sandbag Collection Zone

Burleigh County opens their last road side sandbag collection zone and announces closing dates for zones and sandbag collections sites.

  • Zone F (Fox Island/Meadowview/Mills/Timberlane/Wooded Acres area),
    Open Monday, October 17th-31st
  • Zone G (Glenwood/Lindteigen's/Secluded Acres/Spiritwood/Three Bears area)
    Open Monday, September 26th-October 17th

Kimball Bottoms Boat Ramp Closure

Burleigh County & ND Game & Fish Department close Kimball Bottoms Boat Ramp

The ND Game & Fish Dept and the Burleigh County Park Board have closed the Kimball Bottoms (Desert) Boat Ramp effective immediately and until further notice.
With the receding waters we are able to better determine the condition of the ramp itself and upon further inspection the decision was made to close the boat ramp (launch).

Shore fishing access is still available.

Burleigh County Park & Boat Ramp Access

With the cooperation of the ND Game & Fish Dept the Burleigh County Park Board has opened some parks\boat ramps along the Missouri River.

The following is a status report of the Burleigh County Parks:

Steckel (Wilton) - OPEN - boat ramp marginal - no courtesy dock - strong current.
Picnic and primitive campgrounds in very good shape.


Kniefel (Misty Waters) - CLOSED - boat ramp unusable. Parking area covered in 3' of river sand. Picnic and primitive campgrounds in very bad condition.


Swenson Park - OPEN - picnic & shore fishing areas in good condition. Temp boat ramp in marginal condition - perhaps should be removed and barricades installed to prevent people from driving into Apple Creek.


Kimball Bottoms (Desert) - OPEN - boat ramp open as of 9/1/11. Courtesy dock installed. River Bank along entire area is unstable - PLEASE USE CAUTION. Riprap and asphalt parking lot have areas that washed away. Parking areas is covered with river sand. Picnic and primitive campgrounds in bad condition.


McLean Bottoms - (Rifle Range) - OPEN - boat ramp open as of 9/1/11. Courtesy dock installed. River Bank along entire area is unstable - PLEASE USE CAUTION. Riprap and asphalt lot have areas that washed away. Picnic and primitive campgrounds in marginal condition.

Additional Site opening Monday for Rural Burleigh County Flood Debris

Rural Burleigh County residents may haul flood-related debris to DB Waste Management starting Monday, August 29th and Burleigh County will pay the tipping fees. The Bismarck Landfill started on August 22nd and remains available.

  • Program runs through September 30, 2011
  • Rural residents will be required to sign their name and address to all loads.
  • No trees or household garbage will be accepted for free disposal.
  • All loads MUST be separated by debris type:
Large Appliances: refrigerator, washer/dryer, air conditioner, stove, water heater, dishwasher
Construction: building materials, drywall, lumber, carpet, furniture, plumbing
Hazardous Waste: oil, battery, pesticide, pain, cleaning supplies, compressed gas
Electronics: television, computer, stereo, phone, dvd player
  • The following items are not included as part of Burleigh County's program. Tipping fees will be the responsibility of the resident:
Vegetative: tree branches, leaves, logs, plants
Household Garbage: bagged garbage, discarded food, paper, packaging

Bismarck Landfill (2111 N 52nd Street)
Hours of Operation: 8AM-6PM, Monday-Friday and 8AM-4PM, Saturday, closed Sunday.
The Hazardous Waste and Electronics Facility is open 9 AM-2 PM, Tuesdays and Thursdays and the first and third Saturday of each month.

DB Waste Management (14108 NW 34th Street)
Hours of Operation: 7AM-5PM, Monday-Friday and 8AM-2PM, Saturday-Sunday.
Hazardous household chemicals not accepted.
Containers will be provided for appliances and electronics.

Rural Burleigh County Residents can Haul Flood Debris to Bismarck Landfill at no Charge

Rural Burleigh County residents may haul flood-related debris to the City of Bismarck Landfill, and Burleigh County will pay the tipping fees.

  • August 22, 2011 thru September 30, 2011
  • No trees or household garbage will be accepted for free disposal.
  • All loads MUST be separated by debris type such as: construction debris, appliances, electronics, hazardous household chemicals.
  • Rural residents will be required to sign their name and address to all loads.


Rural residents may haul flood debris such as carpet, sheetrock, lumber and appliances during regular landfill hours. Electronics and hazardous household chemicals will only be accepted at the landfill on Tuesdays and Thursdays or the 1stand 3rd Saturdays of the month.

Remember no trees or garbage will be accepted.

The Bismarck landfill is open 8AM-6PM, Monday-Friday and 8AM-4PM, Saturday. The Hazardous Waste and Electronics Facility at the landfill is open 9 AM-2 PM, Tuesdays and Thursdays and the first and third Saturday of each month.

Burleigh County Opens Second Zone for Road Side Sandbag Collection

Burleigh County announces the opening of their second zone for road side sandbag collection: Zone "D" which is the Misty Waters/Burnt Creek Estates area. Sandbags will be collected daily from the road side for a two-week time period starting Monday, August 22, 2011.

Zone "H", the Imperial Valley area, remains open for road side sandbag collection.

All sandbags must be stacked on the road without pallets, no more than 4' from the edge of the road next to homeowner's property. Sandbags must be on the road-not in the ditch. Neighbors are encouraged to work together to ensure that traffic and emergency vehicles have access through the streets at all times.

Only sand and sandbags may be placed on the road side in opened zones. No other materials will be accepted.

Fox Island and Southport Open Permanently
Bismarck, ND-Fox Island and Southport will be open permanently at noon today. The Fox Island gate will be open and removed at a later date, and the checkpoint will be discontinued at the Riverwood Drive entrance to Southport. Law enforcement mutually agreed to follow this process when the Missouri River gauge reading fell below the flood stage of 16'. The area will be posted for local traffic only and those who are not residents or having legitimate business in the area are asked to stay away.

Mills Avenue will be closed from 9:00 p.m. - 6:00 a.m. for safety reasons due to the narrow roadway.

Residents who received a gate card need to return their card to the Burleigh County Sheriff's Department.

Voluntary evacuation status for Southport has also been removed.

Burleigh County is hosting an informational meeting to present general information about property acquisition to Burleigh County residents impacted by the 2011 flooding event.

Burleigh County Providing Larvacide Briquets
Burleigh County is selling larvacide briquets to help residents deal with mosquito issues on their property. One briquet treats 100 square feet of shallow water with no current and lasts up to 150 days-the entire mosquito season!

Residents can purchase the briquets for $3 each at the following location:

3715 East Bismarck Expressway
Monday - Friday, 8:00 am - 5:00 pm


An instructional sheet will also be given to each resident which details the ingredients, direction for use, and how to apply. No applicator's license is required to purchase the briquets, and the only personal protective equipment needed is rubber gloves.

Fox Island Closed until 10:00 AM
Bismarck, ND-Fox Island (everything south of Mills Avenue) is closed until 10:00 am today to allow the area to dry out. A checkpoint remains in place, and residents will need to provide their Driver's License to identify themselves as a resident of the area to get access when it is open.

Potential Weather Impact for Rural Burleigh County

Bismarck, ND-The National Weather Service has issued a Flood Watch for Burleigh County which includes the City of Bismarck. Heavy rain is possible tonight and Monday with isolated rainfall amounts up to 3" possible in the heavier storms.

What might you anticipate with heavy rain?

  • Access to Fox Island may be closed without notice due to unsafe conditions.

  • Always have a "go kit" ready in case you need to leave your residence quickly due to rapidly changing conditions and possible access issues.

  • Look at your current sandbag placement and dikes to make sure they are secure. Is the plastic loose? Are there areas where water can seep in?

  • Have you secured items that may float (propane tanks, grills, lawn furniture, etc)?

  • Streets that are not currently marked with a "Road Closed" sign may quickly flood. Turn around, don't drown!

Burleigh County Update

Road Closed
Drivers are reminded that "Road Closed" signs are placed when the road becomes inundated with water, and local officials have deemed it unsafe to utilize. As the water continues to rise and the current continues to rise, roads and culverts can buckle or get washed out. Again, "Road Closed" means the area is no longer safe for vehicle traffic.

Sibley Drive
Sibley Drive near Sherman Drive was reportedly "washed out". The road has not washed out and had 19" of water over is as of yesterday afternoon.

Fox Island Access
Until further notice, Fox Island (everything south of Mills Avenue) will be open during daylight hours. A checkpoint has been established, and residents will need to provide their Driver's License to identify themselves as a resident of the area to get access.

Wet weather conditions pose safety concerns and may affect access to Fox Island.

Evacuations
642 homes have evacuated in Bismarck/Burleigh. Please call the hotline if you evacuate your residence 355-1659 (7 am - 8 pm).

All County levees continue to perform as designed and intended.

Bank Erosion and Stabilization
Bismarck, ND-As we continue to have higher flows and reach situations to where bank erosion and the risk for bank erosion increases, people need to be aware of the potential risks bank failure anywhere along the bank and adjacent to their residences. If people see this occurring, they need to evacuate the area immediately and notify authorities.

Areas along riverbank that are eroding are subject to bank failure and loss of material. People should refrain from walking too close to the bank line due to this instability.

People attempting to reach their homes to check on the status, need to be aware of the current and speed of the water.

Burleigh County Commission Considers Evacuation Plans

BISMARCK, N.D. - The Burleigh County Commission this afternoon in a special emergency meeting authorized the Chairman of the Burleigh County Commission upon recommendation of the Burleigh County Sheriff and\or the Burleigh County Emergency Manager to request a Mandatory Evacuation from the Governor at such time as deemed necessary.

Flooding is presenting a significant safety risk, and emergency resources can no longer be guaranteed due to road access issues.





Levee Update - 6/2/2011

LEVEE COMPLETION STATUS:

The Burleigh County Levee projects located at 48th Ave to England St (east of Washington St) and the Fox Island Protection levee are continuing on schedule with expected completion Friday and\or Saturday dependent on weather. Competition for access to the area between contractors and residents has caused some construction delays on these projects.

Limited access will resume upon completion of these projects with the safety of residents and levee structures of primary concern.

Moving Mobile Homes 6/2/11

Residents are reminded that before a mobile home can be moved from its existing location; a moving permit must be obtained from the county director of tax equalization. While being transported the moving permit must be displayed on the rear of the mobile home.

Levee Update - 5/31/2011

The US Army Corps of Engineers has begun the construction of the 48th Ave. SE levee today, May 31, 2011.

48th Ave. will remain closed for the duration of construction. Construction could last up to five days.

Access will be severely restricted for the 30 to 40 homes in the Glenwood Estates Subdivision.

A reverse 911 call is being sent to the residents in the Glenwood area.

NO evacuations are being ordered at this time.



Fox Island Levee - 5/29/2011

The Burleigh County Commission this morning voted to proceed with the construction of a temporary levee in the Fox Island area.

The levee will extend from the Tavis Rd causeway west along Farwest Dr thence north along Fontenelle Dr thence east along Larson Road thence north along Whisper Dr and Langer Ln to the Mills Ave dike then east along Mills Ave thence south along Traynor Ln and Smokey Ln to Larson Road thence east on Larson Rd to Tavis Rd thence south on Tavis Rd to the Tavis Rd causeway.

Construction will start immediately with operations running 24 hours a day until completion or until rising water forces construction to stop. The anticipated completion is 6:00pm on Thursday June 2, 2011.

Residents will need to be off the streets by 6 PM tonight (Monday) and for the next 72 hours while construction ensues.

At this point, the levee will be built to 1 foot above the 150,000cfs projected water level.
